To who ever

I am working on an Excel 2007 project using VBA macros complete with userforms. The objective of the project is to provide a training aid to learn German.
I provide the English word and or phrase, give you some time to think of the German equivalent and then display the German equivalent. As an added feature I want to have the Text to Speech (TTS) engine speak the German word or phrase.
At this point I have the TTS engine speak the German equivalent using the Excel 2007 supplied English speakers (and the supplied English phonetics). I would like to have a German speaker using German phonetics speak the German equivalents.
1) how can I change the speaker to speak the German equivalent using German phonetics.
2) can I use a purchased TTS speaker with much better voices to do the job.
